Waseela, Zscaler and NCSC Jordan Present a Comprehensive Roadmap for Jordan’s Shift to Zero Trust

The ZTNA (Zero Trust Network Access) workshop hosted at The Ritz-Carlton in Amman on Sunday, 9 August 2026, was not a passing introductory event. It was a working session that brought together technical decision-makers from Jordan’s public and private sectors to address an urgent question: how can Jordan’s institutions move from legacy VPN-based security models to modern Zero Trust architecture while protecting both business continuity and legal compliance?

What the Workshop Actually Covered

The workshop presented a complete picture of today’s cybersecurity landscape, backed by current figures: 56% of organizations worldwide experienced a VPN-related security incident over the past year. The data also showed that organizations take an average of 209 days to patch a VPN vulnerability, while an attacker needs only 5 days to exploit that same vulnerability. The workshop further noted that 48% of ransomware attacks recorded in the third quarter of 2025 involved stolen VPN credentials, while 70% of new remote-access deployments worldwide are now shifting toward ZTNA, according to Gartner.

Jordan: Position, Strategy, and Commitment

The workshop placed Jordan at the center of this shift. The Personal Data Protection Law is now formally in force, and a data breach is no longer merely a technical issue, it now carries direct legal and financial consequences for any government or private institution handling personal data. This legislative step coincides with the National Digital Transformation Strategy 2026–2028, which positions cybersecurity as a core pillar across 57 national projects, and aligns in turn with the Economic Modernisation Vision 2022–2033, which targets doubling GDP, creating one million jobs, and attracting JD 41 billion in investment by 2033.

On the ground, Jordan has already digitized 1,920 government services under the Digital Jordan 2025 program, alongside high-speed internet penetration of 92.5%, while the Kingdom’s ICT market grows from $3.11 billion in 2026 to a projected $6.5 billion by 2031. This accelerating growth, the workshop affirmed, makes cybersecurity a condition, not a luxury, for sustaining this trajectory: for government bodies responsible for protecting citizens’ data, for the private sector building customer trust on that same foundation, and for individuals now directly protected by their own data protection law.

Wide Attendance from Across the Kingdom

The workshop brought together technical officials and cybersecurity leaders from government bodies and private-sector institutions spanning the Kingdom’s governorates, including: Jordan Electric Power Company, the Energy and Minerals Regulatory Commission, the Civil Aviation Regulatory Commission, the Ministry of Health, the Ministry of Water and Irrigation, International Health Computing Company Jordan, the Jordan Petroleum Refinery Company, Royal Jordanian Airlines, the Aqaba Special Economic Zone Authority, Irbid District Electricity Company, Attarat Power Company, Aqaba Ports Corporation, the Aqaba Development Corporation, the Jordan Valley Authority, Orange Jordan, King Abdullah University Hospital, Baynouna Solar Power Company, Amman Asia Electric Power Company, Jordan Hospital, and many other institutions that represent a national backbone for safe digital transformation, a clear indicator of how broad the interest in Zero Trust has become across Jordan, in government and the private sector alike.

Program and Speakers

The workshop opened with welcome remarks from Kossai Altarazi, Country Managing Director of Waseela’s Jordan branch, H.E. Eng. Mohammad Smadi, Head of the National Cyber Security Centre, and Sa’eed Agha, Regional Vice President at Zscaler. Marwan Al Zou’bi, Regional Sales Manager at Zscaler, and Ahmad Nairat, Senior Sales Engineer, delivered an in-depth session on Zero Trust Network Access, followed by Mohammad Azzam, Technical Manager at Waseela, with a hands-on session titled Digital Transformation Through Zero Trust, which included live demonstrations on real platforms and access scenarios tested on-screen. The program closed with remarks from Khalid Abu Baker, Head of the Cybersecurity Business Unit at Waseela.

Not a Theoretical Workshop

The workshop was defined by its hands-on character. Rather than settling for theoretical presentation, attendees saw live demonstrations and video walkthroughs documenting both successful and blocked access scenarios on the Zscaler platform, alongside live architecture sketching carried out in front of the audience in real time. This practical approach sparked extended technical discussion, as attendees raised detailed questions about the real-world readiness of these solutions and their compatibility with their existing systems, to the point that additional, unscheduled discussion sessions were added to meet the volume of questions and debate the workshop generated.

H.E. Eng. Mohammad Smadi’s Message

The Head of the National Cybersecurity Centre, Eng. Mohammad Smadi, affirmed in his remarks during the workshop that cybersecurity today no longer rests on building stronger walls around networks, but on building a smarter system for managing access and risk, as the shift to the Zero Trust model represents a fundamental transformation, from protecting the network perimeter to protecting every access transaction and every digital resource.

He added: “At the Centre, we believe that building an advanced national cybersecurity system requires effective and sustainable partnerships bringing together the public and private sectors, partnerships that enable the exchange of expertise and knowledge and accelerate the adoption of best practices and technologies, strengthening national cyber readiness. From this standpoint, the value of workshops like this does not lie in showcasing technical solutions alone, but in building a deeper understanding of how to make smarter security decisions, decisions grounded in risk management, that support digital transformation, while at the same time preserving business continuity and user trust.

لم تكن ورشة عمل (الوصول الى الشبكة بنهج الثقة الصفرية): الوصول إلى الشبكة بنهج الثقة الصفرية، التي استضافها فندق ريتز كارلتون في عمّان يوم الأحد 9 أغسطس 2026، حدثاً تعريفياً عابراً، بل محطة عملية جمعت صنّاع القرار التقني في القطاعين الحكومي والخاص من مختلف أنحاء المملكة، لمناقشة سؤال باتت الإجابة عنه ملحّة: كيف تنتقل مؤسسات الأردن من نماذج الأمان القديمة القائمة على الشبكة الخاصة الإفتراضية أو الـ “في بي إن”، إلى بنية “انعدام الثقة” او “الثقة الصفرية” الحديثة، بما يخدم استمرارية أعمالها وامتثالها القانوني؟

ما الذي طرحته الورشة فعلياً

قدّمت الورشة صورة متكاملة عن واقع الأمن السيبراني اليوم، مدعومة بأرقام حديثة: 56% من المؤسسات حول العالم تعرّضت خلال العام الماضي لحادثة أمنية مرتبطة بالشبكات الخاصة الإفتراضية، وأظهرت الأرقام أن متوسط الوقت الذي تحتاجه المؤسسات لإصلاح ثغرة أمنية في الشبكات الخاصة الإفتراضية يبلغ 209 أيام، في حين لا يحتاج المهاجم سوى 5 أيام لاستغلال الثغرة ذاتها. كما بيّنت الورشة أن 48% من هجمات الفدية المسجّلة خلال الربع الثالث من عام 2025 استُخدمت فيها بيانات اعتماد “في بي إن” مسروقة، في مقابل انتقال 70% من عمليات الوصول عن بُعد الجديدة عالمياً اليوم نحو تقنية الوصول للشبكة بنهج الثقة الصفرية وفق تقديرات “غارتنر”.

الأردن: الموقع والخطة والالتزام

وضعت الورشة الأردن في قلب هذا التحول. فقانون حماية البيانات الشخصية بات نافذاً فعلياً، ولم يعد اختراق البيانات مجرد إشكالية تقنية، بل بات يحمل تبعات قانونية ومالية مباشرة على أي مؤسسة حكومية أو خاصة تتعامل مع بيانات شخصية. وتتزامن هذه الخطوة التشريعية مع استراتيجية التحول الرقمي الوطنية 2026-2028، التي تضع الأمن السيبراني ركيزة أساسية ضمن 57 مشروعاً وطنياً، وتنسجم بدورها مع رؤية التحديث الاقتصادي 2022-2033 التي تستهدف مضاعفة الناتج المحلي الإجمالي وخلق مليون فرصة عمل واستقطاب استثمارات بقيمة 41 مليار دينار بحلول عام 2033.

وعلى الأرض، أنجز الأردن بالفعل رقمنة 1,920 خدمة حكومية ضمن برنامج الأردن الرقمي 2025، وسط انتشار للإنترنت عالي السرعة بلغ 92.5%، فيما يتوسّع سوق تقنية المعلومات والاتصالات في المملكة من 3.11 مليار دولار في 2026 إلى ما يتجاوز 6.5 مليار دولار بحلول 2031. هذا النمو المتسارع يجعل من الأمن السيبراني، وفق ما أكدته الورشة، شرطاً لا رفاهيةً لاستمرار هذا المسار: بالنسبة للجهات الحكومية المعنية بحماية بيانات المواطنين، وللقطاع الخاص الذي يبني ثقة عملائه على هذا الأساس، وللفرد الذي بات قانون حماية بياناته الشخصية يحميه بشكل مباشر.

حضور واسع من مختلف أنحاء المملكة

جمعت الورشة مسؤولين تقنيين وقيادات أمن سيبراني من جهات حكومية ومؤسسات قطاع خاص من مختلف محافظات المملكة، مثل: شركة الكهرباء الأردنية، هيئة تنظيم قطاع الطاقة والمعادن، هيئة تنظيم الطيران المدني، وزارة الصحة، وزارة المياه والري، شركة الحوسبة الصحية الدولية في الاردن، شركة مصفاة البترول الأردنية، الخطوط الجوية الملكية الأردنية، سلطة منطقة العقبة الاقتصادية الخاصة، شركة كهرباء محافظة إربد المساهمة العامة المحدودة، شركة العطارات للطاقة، شركة العقبة لإدارة وتشغيل الموانئ، شركة تطوير العقبة، سلطة وادي الأردن، اورنج الأردن، مستشفى الملك المؤسس عبد الله الجامعي، شركة بينونة للطاقة الشمسية، شركة عمان آسيا للطاقة الكهربائية، مستشفى الاردن، وغيرها العديد من المؤسسات التي تمثل ركيزة وطنية للتطور والتحويل الرقمي الآمن، في مؤشر واضح على اتساع دائرة الاهتمام بملف الثقة الصفرية داخل الأردن، حكومياً وخاصاً على حد سواء.

البرنامج والمتحدثون

افتُتحت الورشة بكلمات ترحيب لكل من قصي الطرزي، المدير العام لفرع الأردن في وسيلة، وعطوفة المهندس محمد الصمادي، رئيس المركز الوطني للأمن السيبراني، والسيد سعيد آغا، نائب الرئيس الإقليمي في “زي سكيلر”. وقدّم مروان الزعبي، المدير الإقليمي للمبيعات في “زي سكيلر”، جلسة معمّقة حول الوصول إلى الشبكة بنهج الثقة الصفرية، تلاها محمد عزام، المدير الفني في وسيلة، بجلسة عملية بعنوان التحول الرقمي بنهج الثقة الصفرية، تضمّنت عروضاً حية على منصات حقيقية وسيناريوهات وصول مباشرة على الشاشة. واختُتم البرنامج بكلمة لخالد أبو بكر، رئيس وحدة الأمن السيبراني في وسيلة.

ليست ورشة نظرية

تميّزت الورشة بطابعها العملي البحت. فبدلاً من الاكتفاء بالعرض النظري، شهد الحضور عروضاً حية ومقاطع فيديو توثّق سيناريوهات دخول ناجحة وأخرى محظورة على منصة “زي سكيلر”، إلى جانب رسم حي لمخطّطات معمارية للحلول أمام الحضور مباشرةً. وأثار هذا الطرح العملي نقاشاً تقنياً موسّعاً، إذ طرح الحضور أسئلة تفصيلية حول مدى جاهزية الحلول للتطبيق الفعلي ومدى توافقها مع الأنظمة القائمة لديهم، لدرجة استدعت إضافة جلسات نقاش إضافية لم تكن مقررة أصلاً، تلبيةً لحجم الأسئلة والنقاشات التي أثارها الحضور.

رسالة عطوفة المهندس محمد الصمادي

وأكد رئيس المركز الوطني للأمن السيبراني، عطوفة المهندس محمد الصمادي، في كلمته خلال الورشة، أن الأمن السيبراني اليوم لم يعد قائمًا على بناء جدران أقوى حول الشبكات، وإنما على بناء منظومة أكثر ذكاءً في إدارة الوصول والمخاطر؛ إذ يمثل الانتقال إلى نموذج “انعدام الثقة” تحولًا جوهريًا من حماية محيط الشبكة إلى حماية كل عملية وصول وكل مورد رقمي. وأضاف “نؤمن في المركز بأن بناء منظومة وطنية متقدمة للأمن السيبراني يتطلب شراكات فاعلة ومستدامة تجمع القطاعين العام والخاص، وتتيح تبادل الخبرات والمعرفة، وتسريع تبني أفضل الممارسات والتقنيات، بما يعزز الجاهزية السيبرانية الوطنية. ومن هذا المنطلق، لا تكمن قيمة مثل هذه الورش في استعراض الحلول التقنية فحسب، وإنما في بناء فهم أعمق لكيفية اتخاذ قرارات أمنية أكثر ذكاءً، ترتكز على إدارة المخاطر، وتدعم التحول الرقمي، وتحافظ في الوقت ذاته على استمرارية الأعمال وثقة المستخدمين”
